tsmux: Lock mux->tsmux, the programs hash table, and pad streams
They contain implementations that are not thread-safe (e.g. GList, GHashTable). Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/1800>
