applemedia: vtdec: improve negotiation
Rework negotiation implementing GstVideoDecoder::negotiate. Make it possible to switch texture sharing on and off at runtime. Useful to (eventually) turn texture sharing on in pipelines where glimagesink is linked only after decoding has already started (for example OWR).
