tag: Adds GST_TAG_APPLICATION_DATA

Browse source 
Adds GST_TAG_APPLICATION_DATA for representing arbitrary private
data that applications might want to store into tags. Exif/id3,
for example, have tags for this.

API: GST_TAG_APPLICATION_DATA
