aggregator: Remove unused tag handling code
If this becomes API it would now have to be implemented differently because various elements are implementing tag handling themselves now and this would conflict. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/7542>
