vulkan/format: use basic features (v1) as fallback

Browse source 
if vkGetPhysicalDeviceFormatProperties2 isn't available.

This approach assumes that, for basic features flags symbols,
VkFormatFeatureFlagBits and VkFormatFeatureFlagBits2 are binary equivalent.
