h264parse, h265parse: Support drop frame codes with counting_type 6

Browse source 
Tested with an Ateme Kyrion CM5000, which uses 6 when it drops 4 frames
from the code for 1080p@59.94.

Apply the same change to h265parse, with reference to the spec.
