More changes to the mpeg parser and encoder. Original commit message from CVS: More changes to the mpeg parser and encoder. It seems like the mpeg2 decoder does not like some MPEG1 videos. Use mpeg_play for now (eg. AlienSong)

SUBDIRS = riff colorspace getbits videoscale
Added the riff code into a seperate library in /libs dir. The plugin loader also checks the /libs path. Original commit message from CVS: Added the riff code into a seperate library in /libs dir. The plugin loader also checks the /libs path. The avi parser now uses the riff library. WAV is broken.
