[bugfix] fix inconsistent calculated cache sizes (#2115)

* use calculated exampleTime instead of `time.Now()` to ensure no locale data, retweak cache ratios

* update envparsing test

* update default cache memory to 100MiB

* fix envparsing with latest cache target default
