Rename struct field and add new types into server/model's (#523)
Resolve some todos in server/model:
 * Move persistent queue into its own package
 * Create Types: StatusValue, SCMKind, RepoVisibly
 * Rename struct Repo fields: SCMKind, IsSCMPrivate
