f0d003205c
Since Windows 10 1607, we can make use of SetThreadDescription() API for setting thread name. Unlike previously used exception based method, this API will preserve configured thread name on dump file. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/735>
