Original commit message from CVS: * tools/gst-xmlinspect.c: (print_element_info), (main): De-cruft a bit. If no argument is specified, print all elements in XML syntax rather than a freestyle list of elements like gst-inspect. Also, don't print XML header chunk unless we actually have something to print (ie. don't print it before an error message); print error message to stderr not stdout. Remove support for printing plugin info (it would just output something freestyle along the lines of gst-inspect so far), which fixes #514507. Also add license header.
