rtpbin: applied smoothing to jittery sender time-stamps
Applying a moving average filter to the timestamp offsets for smoothing jittery and preventing aggressive skew handling. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/1409>
